Overview
Shizuri Mugino is a major character in To Aru Kagaku no Railgun and a high-ranking member of Academy City’s dark side. She is one of the Level 5 espers, known as the fourth-ranked Level 5, and leads the ITEM team. Mugino is a dangerous and ruthless combatant who uses her Meltdowner ability to generate destructive particle beams. She serves as both an antagonist and a key figure in the series’ darker conflicts, especially in arcs involving underground organizations and violent power struggles.
